### 사용자 제약 사항

* Layout 설정 기능은 Super Admin 및 Admin 권한을 가진 사용자에게 제공된다.
* 일반 사용자는 Admin 권한 사용자에 의해 Custom 권한을 부여받은 경우에 한해 본 기능을 사용할 수 있다.
